On the Third Anniversary of the Winters Hotel Fire, Atira Honors Lives Lost and Reaffirms Commitment to Safety and Community Care

Vancouver, BC — On the third anniversary of the tragic fire at the Winters Hotel, Atira Women’s Resource Society honours the memory of Mary Garlow and Dennis Guay, whose lives were lost on April 11, 2022. The organization continues to stand in solidarity with residents, families, and community members who carry the weight of that day.

The fire was a devastating event that underscored the unique challenges of delivering supportive housing in aging and complex environments.

Since its founding, Atira has worked in some of the most complex housing contexts in Canada. Its long-standing commitment to safety, accountability, and compassion remains central to its mission. In the years following the Winters Hotel fire, Atira has deepened that commitment — reflecting, learning, and evolving its practices with humility and care.

As part of this continued work, Atira has taken several steps to strengthen its safety protocols. These include:

  • Enhanced inspection routines and monthly site reviews
  • Integration of advanced fire detection and response technologies
  • Ongoing education and fire prevention training for both staff and tenants
  • Daily on-site rounds to identify risks early and support proactive response

“Atira’s mission extends beyond housing — we are also neighbours, caregivers, and community partners,” says Donna-Lynn Rosa, CEO of Atira. “We understand that public trust is earned not just through words, but through actions. Safety is not a one-time investment — it’s something we commit to every day, and it shapes how we show up for the people we serve.”

Atira remains actively engaged in all ongoing processes — legal, operational, and community-based — that aim to enhance safety and support for residents. The organization is also working closely with legal and safety experts to ensure its responses remain informed, responsible, and grounded in care and integrity.

Today is a day to remember — and to reaffirm a promise: to continue building safe, inclusive, and dignified housing where every resident is supported, and every voice is heard.
